Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies (ISO member bodies). The work of preparing International Standards is normally carried out through ISO technical committees. Each member body interested in a subject for which a technical committee has been established has the right to be represented on that committee. International organizations, governmental and non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards adopted by the technical committees are circulated to the member bodies for voting. Publication as an International Standard requires approval by at least 75 % of the member bodies casting a vote.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO 15189 was prepared by Technical Committee ISO/TC 212, Clinical laboratory testing and in vitro diagnostic test systems.
引 言 Introduction
本国际标准，以ISO/IEC 17025和ISO 9001为基础，提出了对医学实验室能力和质量的特殊要求。国际上公认，一个国家可以制定针对该领域部分或全部专业人员及其活动和责任的特殊法规或要求。
医学实验室的工作属于基本的医疗服务，应当满足所有病人的、临床医护人员的需求。除了安全和伦理道德的考虑之外，医学检验的工作内容包括：检验申请，患者准备，患者识别，临床标本的采集、运送、保存、处理、检测，检验结果的确认、解释、报告和建议。
只要国家法规许可，医学实验室的工作包括为会诊病例提供检验咨询。除了参与诊断和治疗，还应当积极参与疾病预防。每一个实验室还应当为其专业人员提供适当的教育和科研机会。
本国际标准为目前公认的医学检验各专业而制定，对其他专业来说，本标准也是有用的和适合的。此外，与医学实验室能力认可相关的机构，可以采用本国际标准作为认可活动的基础。对于寻求认证的实验室来说，当然应当选择一个采用适当的国际标准并且考虑医学实验室特殊要求的认证机构。
在制定本国际标准期间，ISO 9001和ISO/IEC 17025正在修订，因此无法在本国际标准中准确体现上述文件的格式和风格。不过，本国际标准的附录A列出了ISO 15189第一版与ISO 9001:2000及ISO/IEC 17025:1999条款和子条款之间的相关性。
本国际标准的第二版将会与ISO/IEC 17025第二版及 ISO 9001:2000更加协调一致。此外，相关学科的术语的变化，产生了不同的表达方式，导致相同的术语（如“敏感性”）在不同的学科具有完全不同的含义。另外，与本国际标准相关的ISO/IEC导则58已经计划被ISO/IEC 17011取代。ISO 15189的第二版将全面考虑这些问题。
